NOTA EM SOLIDARIEDADE À UFMG E EM DEFESA DO ESTADO DE DIREITO

A Associação Nacional de Pós-graduação em Filosofia (ANPOF) se solidariza com os dirigentes e ex-dirigentes da UFMG que foram conduzidos coercitivamente na última quinta-feira, em uma ação espetacularizada, abusiva, desproporcional e injustificada, uma vez que os representantes da universidade sequer foram previamente intimados ou mesmo foram informados durante a condução sobre que acusação pairava sobre eles.

A mobilização de 84 policiais federais, 15 auditores da CGU e dois do TCU para cumprir oito mandados de condução coercitiva e onze de busca e apreensão é tão ultrajante quanto nomear a operação como “Esperança equilibrista”, em clara pretensão de aviltar uma canção simbólica da resistência a ações como esta no período da ditadura. Não podemos admitir que agentes públicos utilizem expedientes autoritários para promover a corrupção das garantias constitucionais em nome de um suposto combate à corrupção – a qual, cabe mencionar, parece nunca ter circulado tão sem peias às vistas dos mesmos agentes.

Difícil compreender como uma universidade cada vez mais abrangente regionalmente, mais acessível às camadas da população economicamente mais frágeis e socialmente excluídas e que, além disto, produz 90% do conhecimento em nosso país esteja sob um ataque cerrado e arbitrário de forças que deveriam zelar pelos direitos fundamentais e o cumprimento da lei, como a Polícia Federal, com a cumplicidade dos que silenciam enquanto deveriam salvaguardar o estado de direito – mas talvez tenhamos de lamentavelmente admitir que é precisamente por isto que ela se tornou alvo privilegiado de achaques como os que ocorreram UFRGS, na UFPR, na UFSC e na UFMG.

Em seus ataques à universidade pública até agora a Polícia Federal não conseguiu justificar suas ações espetaculares e arbitrárias, que têm causado danos irreparáveis a pessoas e instituições fundamentais da nossa sociedade sem que se prove qualquer conduta ilícita além daquela da própria Polícia Federal. As universidades públicas já têm de lidar há um bom tempo com limitações de toda ordem para seguir cumprindo seu papel fundamental em benefício da sociedade brasileira, mas continuamos sabendo a serviço de quem e de que está a universidade pública. A questão é: a serviço de quem ou de quê está a Polícia Federal?

NOTICE IN SUPPORT OF THE FEDERAL UNIVERSITY OF MINAS GERAIS AND IN DEFENSE OF THE RULE OF LAW

The Brazilian National Association of Graduate Studies in Philosophy (Associação Nacional de Pós-graduação em Filosofia, ANPOF) wishes to express its support towards current and former administrative directors of UFMG that were forcibly removed from the university’s campus last Thursday, during an abusive and disproportionate spectacle carried out by the Federal Police – given that the university’s leaders were not previously notified by the police and didn't even know, while being taken to the police headquarters, the charges made against them.

Mobilizing 84 policemen and 17 federal auditors in order to forcibly remove 8 administratorsfrom their offices and to execute 11 search and seizure warrants is as appalling as naming this operation “Esperança Equilibrista” – a clear attempt to highjack the meaning of a symbolicsong belonging to the resistance against actions, identical to this very one, carried out during the time of the dictatorship. We will not stand by while public powers enforce authoritarian mandates while undermining constitutional rights in the name of a pretend fight against corruption – which, it is worth mentioning, often seems to be ignored by them. It is hard to understand why the Brazilian public university system, which has widened its regional outreach, increased the inclusion of the most economically vulnerable and socially excluded sectors of the population, and produces 90% of the scientific knowledge in Brazil, is under a fierce and arbitrary attack by those very same forces – such as the Federal Police alongside the complicit silence of members of the society – that should be maintaining the rule of law and watching over fundamental rights. Perhaps it is time for us to acknowledge that, unfortunately, such achievements are precisely the reason why the public university system in Brazil is being tarnished. Despite its recent targeting of public universities – such as UFRGS, UFPR, UFSC and UFMG – the Federal Police has not yet managed to justify the necessity of its arbitrary displays of force which have, nonetheless, caused lasting damage to both the institutions and the individuals accused. No illicit conduct – apart from that of the Federal Police – has been proven so far.

For a while now the public university system has been struggling to keep performing its fundamental role for the benefit of Brazilian society given the severe limitation of resources that has been imposed upon it. Nonetheless, we know whom the public university serves. The question that remains is: who or what does the Federal Police serve?

We stand in solidarity with our colleagues from the aforementioned universities, and stand together with numerous individuals, movements, and institutions who have been mobilizing to put an end to such abuse so that the public, free and inclusive university system in Brazil, one our greatest heritages, is not vilified in the name of dark interests that operate outside the rule of law. Though great might be the resentment of those that believe that the access to universities should remain a caste privilege, the public university system will continue, increasingly, to cultivate the greatness and the colors of Brazil.
